I meant to include this in the previous post. We took a shortcut on the route to Darling Harbour from Circular Quay by cutting through the Winyard train station. It has an entrance on George Street, and a very nice tunnel and walkway from the station to the harbor. Cynthia found it on Cruise Critic at

We were interested in it since our cruise ship will be docked at White Bay and we need to get to it on Wednesday, and then back from White Bay to the airport when we return in a month. We've now walked the path a couple of times, and it has level surfaces and escalator/elevators for every level change.
Here's a picture taken going away from the station, towards the harbor, just after coming up out of the tunnel. The route bends to the left after passing the red brick building and is consistently paved as you see in the picture. Very convenient.
